Cambridge U records show a John Payne b. c 1574 at St. Neots, Hunts. c 1574, Matric. Hunts c 1589 St John's Easter 1589. However, John's father, Robert was an MP and the History of Parliament has Robert born 29 Sep 1573. Where did the c 1595 come from?
