A federal grand jury indicted four men today on charges of conspiring to evade more than $7 million in taxes, through stock transactions that flouted new laws that are supposed to strengthen the United States' balance of payments position in the world.
One of the defendant disappeared last March in a mystery feature of the continuing investigation into suspected violations of the federal interest equalization tax, which became law in September 1964, authorities said.
The missing defendant, Henry Scharf, 45, of Wells Hill Rd., Weston, Conn., had round-trip tickets for a New York-Cincinnati flight late in March.

The tickets were used, but Scharf dropped out of sight, leaving a wife and child in the home at Weston, according to U.S. Attorney Robert M. Morganthau.
The defendants have been active in trading for some time.
Scharf, 6 feet 2 and 270 pounds, was enjoined from stock trading in 1962, and had appeared before the grand jury prior to his disappearance.
