It's not difficult to add a sibling to an existing profile without adding parents.

One potential example where this could be required legitimately would be where a person names their siblings in a will but no evidence exists for the parents.

This specific family group does look problematic though, there may be several duplicates where the details vary just slightly and there may be others which are completely wrong but evidence should be collected before breaking connections.
