U.S. Congressman. He attended the Northwestern Virginia Academy, the law school in Staunton West Virginia, was admitted to the bar in 1848 and commenced to practice law in Clarksburg, West Virginia. He served as Commonwealth attorney for Harrison County (1852-60), was a member of the West Virginia State constitutional convention in 1861, a member again of the West Virginia State constitutional convention in 1871 and a delegate to the Democratic National Convention, in 1872. In 1875, he was elected as a Democrat to the Forty-fourth Congress and to the next three succeeding Congresses, serving until 1883. After leaving Congress, he was the U.S. Assistant Attorney General (1885-93).
