Fue Alcalde de Noreña entre 1855 y 1857, y de Gijón en 1874. Primer Teniente. En "CUENTOS DE GIJÓN" DE FRANCISCO PRENDES, 2011, SE LEE: "Procesados, aunque sin entrar en prisión, estuvieron los alcaldes don Antonino Rodríguez San Pedro, por excarcelar a una presa para que diera a luz, regresándola luego a la Torre, sin que el juez interviniera..., y don José Domínguez Gil, y su primer teniente don Bernardo de la Rionda, que fueron, a más de procesados, apartados del ejercicio de sus funciones, por «exacciones» ilegales,... y cuando la Sala de la Audiencia, después del «calentón» del señor juez de instrucción, decidió el sobreseimiento de la causa fueron repuestos en sus cargos entre el júbilo de la Corporación, que a propuesta de don José Cienfuegos Jovellanos se consignó en acta, porque el buen nombre y honor de los dos procesados quedaban restituidos a la altura donde siempre habían estado..."
