James Riley Ramsey was a Union man and against secession and tried to remain neutral when the Civil War broke out but when the Confederates took his property, murdered one of his sons (Nicholas Hance) & sent another son to Richmond Prison; James Riley Ramsey decided to raise a company of home guards. He was commissioned as a Union Army Captain of a company of 50 men by W. Va. Governor Frances H. Pierpont. They operated as somewhat of a guerrilla band and were a constant thorn in the side of local CSA commanders. He was nicknamed the "Wiley Old Fox" as try as the might they could not capture James Riley Ramsey.
