Named for grandfather (William Parsons) and for Col. William Beamer Lowther, considered a great hero by the WV pioneers. (Lowther occurs frequently as a middle or given name during this period in WV.)
When he first arrived in Jackson County, William Lowther Parsons lived at Warth's Bottom. He was the first settler in Ripley. In about 1801, he built a cabin on Mill Creek, near Ripley. His first wife Susan and his infant son were the first to be buried at Old Settlers Cemetery, Ripley.

Much conflicting info (names, dates, parents) about William Lowther Parsons' children. He married twice and had numerous children with both wives.

- John W. Fink "Fink" Parsons (8/20/1794 - 9/10/1783) b. Warths Bottom, m. Ruhama Lyons Sayre on 6/14/1823 (Ruhama (Lyons) Sayre was born about 1805. Some accounts say she was born in what is now Ritchie County, West Virginia. Ritchie County was created in 1843 from Harrison, Lewis, and Wood Counties. The Harrison County 1810 Virginia Census listed an Able Lyons, who may have been Ruhama's father or brother. She evidently married a Sayre first. In Mason County (probably a part which is now in Jackson County), they had at least four Parsons children. [Note: Ruhama is a Hebrew name meaning "one who was spared".])

War of 1812
In the summer of 1813, a body of Mason County troops under Capt. William Lowther Parsons, who then lived on Scyamore Creek near present Ripley, crossed the Alleghenies and served for a time at Norfolk, VA, They were mustered out in 1814. Known men from present Jackson County who served with Capt. Parsons' Company in the 6th VA Regiment were:
- Cornelius Staats, who was either killed in action or died of other causes at this time

William Lowther "Captain Billy" Parsons, son of Charles Sr and Elizabeth (Chestnut) Parsons, was born in Queen Anne's County, Maryland, and died at Frozen Camp, Jackson County, (July 24, 1765-Oct 10, 1839). He married (1) Susan, daughter of Henry Fink, 1786, and they had 8 children, 7 of whom lived to maturity and an infant who died with his mother on Sycamore Creek, near Ripley in 1807, and was interred with her in the present old Ripley graveyard. "Captain Billy" married (2) Elizabeth Nancy Walker, and by this marriage there were 9 children, making a total of 17 in all. He is interred in the Frozen Camp Cemetery.
