James Scruggs was said to have served as a private in the War of 1812 from Greene County, Tennessee from 1812 to 1814 (unverified). At the time of his enlistment he was "nearly eighteen years old, six feet tall with blue eyes, black hair, and dark complexion. He was later captain of a military company organized for driving the Indians further west out of Tennessee." "James Scruggs was educated at the Nolichucky Academy. He was a merchant for ten years in Warrensburg, Tennessee, later selling his business and purchasing a large farm adjoining his father's land on the Nolichucky near Dandridge, Tennessee. For many years he was postmaster there. After fifteen years he moved from his farm to the town of Dandridge, leaving his property in the hands of his son-in-law William Chilton. In 1850 James Scruggs was appointed one of the Trustees of the Dandridge Female Academy. James died at his home in Dandridge, 12 May 1850, and is buried [according to Patricia Trolinger] in the Presbyterian Church Cemetery there."- The Scruggs Family by Patricia Trolinger, Texas State Genealogical Society, Stripes, Volume 5, Number 1, March 1965.
James was the son of Richard Scruggs born 1764 and his wife Elizabeth McMackin.

According to Jefferson County Tombstone, Record 60 he was buried at Dandridge Cemetery, Jefferson County.
