Phillips succeeded his father about 1747 as Thomas Pitt’s parliamentary manager at Camelford, and gradually secured complete control of the borough in his own interest. In the House he was a regular Government supporter, and in the division lists never appears as one of the Opposition. Apparently he never spoke in the House. He died 16 Oct. 1774.
