NOTE FROM STEPHEN PHIPPS BLOG Posted on December 22, 2013 WikiTree contains a page on Charlotta (Long) Phipps. Although not all information on that page is accompanied by primary source documentation, it appears that she is said to have been born about 1820 in Virginia, a daughter of Samuel and Mary (Cornett) Long. She is said to have married David Cox Phipps in 1853 in Pike County, Kentucky.

According to David’s linked page in the same site, he was born in 1810 in Ashe County and was a son of John and Mary (Cox) Phipps. That page says that he also married Dorcas Ordella Stamper.

Other unverified secondary sources, however, claim that he married Charlotte Landreth, although this appears to probably be incorrect.

The divorce, however, of David C. Phipps of Grayson County, Virginia from Dorcas Stamper is a matter of highly visible public record, since the matter was handled by a legislative act of the Virginia General Assembly on 19 Jan 1846.

An 1836 record among the civil action papers of Ashe County, North Carolina names Elizabeth White, Nancy Phipps, Isaiah Long, and David C. Phipps. Elizabeth White was evidently charged with assault and battery.

A recent post mentioned Brent Kennedy’s discussions about the White family in connection with the Phipps family in his book The Melungeons: The Resurrection of a Proud People. David C. Phipps is presumably the individual of that name who was born about 1810-11 in Virginia or North Carolina (near the state line) according to the censuses of 1860, 1870, and 1880 as well as death certificates for two of his sons.

David C. Phipps is said to have been a son of John Phipps/Mary Cox, but this is unconfirmed. He is listed in the 1860, 1870, and 1880 censuses in Wise County, Virginia. His wife is shown as Charlotte in the 1860 and 1870 censuses, and as Charloty in 1880. She was Lottie Long according to the death certificate of their son David.

This David C. Phipps is supposed to have earlier married Dorcas Stamper. A divorce was granted to David C. Phipps of Grayson County, Virginia from Dorcas Stamper 19 Jan 1846 by a private legislative act of the Virginia General Assembly. (Legislatures in those days commonly passed both “public” laws and “private” laws.)

The civil action document also names Isaiah Long. This would presumably be the Isaiah Long who is supposed to have been the son of John Long/Susannah Vannoy.

Isaiah Long’s brother Tobias Long married Frances Stamper (note that Dorcas Stamper married David C. Phipps). Isaiah Long’s sister Anna married John Toliver, and their daughter Mathursa Toliver married Matthew Phipps, son of Jesse Phipps/Jane (“Jennie”) Spurlin. Isaiah Long’s brother Jesse Long fathered Mary Elizabeth, who married John Meshack Phipps, another son of Jesse Phipps/Jane (“Jennie”) Spurlin. Isaiah Long’s brother Owen fathered John and Aaron Long, who were in the same outlaw gang as John Meshack Phipps and who were both hung for murder in Rock Island, Illinois in 1845.

Here is how the document reads: We Elizabeth White Nancy Phipps Isaiah Long and David C. Phipps are held and firmly bound unto the State of North Carolina in the sum of two hundred dollars to be levied of their goods & chattles lands & tenements, to be void on condition that Elizabeth White do make her personal appearance at Ashe Court House on the third monday [sic; Monday] of March next then and there to answer a charge of the state for Assault and Battery and that she do not depart the court without leave then the above obligation to be void otherwise [?] remain in full force & virtue given under our hands & seals this 7th day of December 1836 [signed:] Elizabeth her X mark White (seal) Nancy her X mark Phipps (seal) I Long D. C. Phipps (seal) [witnessed:] Attest A B McMillan P. Earnest Jr.

NOTE from DESTA ELLIOTT the David C. Phipps in Grayson in 1850 is 29 years old, and Washington and Jackson, who are with him, are 17 and 16. T hey can't be his sons. Are they his brothers? The 1850 census age is incorrect; David C. Phipps was born in 1810. These two boys are his sons, they can be followed from 1840 to 1880 (the migrated to what is now Dickenson County, VA together). It is hilarious that the census taker wrote 29 down--that makes DC Phipps 12 when he became a father. These are children from his marriage to Dorcas Ordella Stamper; when they parted DC Phipps kept the children. I have not been able to find a source for their marriage and/or divorce. In the 1880 census, she is living with her son GW Phipps and her husband, Noah Sexton
