Graduate of Georgetown Medical School in 1873; worked in Ft. Bidwell area Modoc Co., California. He met Sarah Winnemucca 's father "Bad Face" Chief Winnemucca, of whom he writes in:

It is noteworthy that Chief Winnemucca did not die in or near Camp McDermit but a the same place where Dr. Kober's family later settled: near Ft. Bidwell, Modoc Co., California.
