The son of the carver Johann Baptist Rumpler (1807–1876) and brother of the wood sculptor Johann Rumpler, the younger (1845–1918) in Tachau, now Tachov in the Czech Republic, initially worked for his father. At the age of 14 he carved a 10 cm high portrait, which represented his mother on the spinning wheel, at the age of 15 he came to Vienna to study and received the academic Rosenbaum Prize in the 3rd year of study for a picture of history.
After studying with financial support from Cardinal Fürst Friedrich zu Schwarzenberg at the Vienna Academy of Fine Arts a. a. With Eduard von Engerth, Franz Rumpler undertook extensive study trips to Italy (1871-1875) and France (1879), also together with Hans Makart, from 1871 to 1879. From the mid-1890s he was the professor at the special school for history painting at the k.u.k. Academy of Fine Arts in Vienna. During this time he studied with him numerous painters such as Moritz Coschell (1872-1943), Anton Burtscher (1887-1987), Josef Floch, Wilhelm Victor Krausz, Kolo Moser, Otto Neustädtl (1878-1962), Alois Penz (1854-1910) , Josef Stoitzner, Viktor Tischler (1890-1951) or Karl Tucek (1889-1952). In 1897 his largest exhibition with 230 works was opened and Rumpler also became an honorary citizen of his hometown Tachau that year.
In 1904 Franz Rumpler settled in Klosterneuburg. He seldom exhibited his genre paintings and the landscapes later viewed under the influence of the Barbizon School, but with great success. He was a co-founder of the Klosterneuburger Künstlerbund, where he organized exhibitions for modern painting and promoted young artists. a. Egon Schiele. The Deutsche Gallerie in Prague owned many of his works in its own Rumpler room.
In his native city of Tachau, the main altar of the Franciscan monastery church was supplemented by him in 1874 with a picture of St. Mary Magdalene. Rumpler also recorded the Tachau Franciscan monastery and the monastery church in 1895 on an oil painting.
At his last place of residence, Klosterneuburg, as a co-founder of the local artists' association, he was a corresponding member of the Society for the Promotion of German Science, Arts and Literature in Bohemia, was appointed to the Court Council and a street was given his name. In Vienna in 1936 in the 16th district of Ottakring the Rumplerweg was named after him in honor.
Franz Rumpler died on March 7, 1922. He was laid to rest in an honorary grave in the Vienna Central Cemetery (group 0, row 1, number 90). After his wife's death, his artistic estate was auctioned in favor of the Vienna Institute for the Blind in accordance with his will.
