Frederick Rex was educated at the Cape as a land-surveyor. In 1834 during the border wars he joined the 27 th Battalion and became quartermaster. In 1835 he was asked by Sir Benjamin DUrban to survey and do the lay out for Fort Beaufort and in 1840-1 he surveyed the Knysna District. In 1847 Sir Harry Smith surveyed and did the layout of Winburg the then capitol of the Free State .During 1845 to 1850 he became Clerk to the resident and Government surveyor and member of the land commission . He also acted as public prosecutor Clerk of the local Council and interceptor and resigned these positions to become a Clerk of the Peace .He was officially admitted to practice as an attorney, notary public and sworn translator . In 1850 he was elected as member of the building committee of the Episcopal church. He laid out the town of Smithfield and large areas on both sides of the Orange river and with his brother in law A.H. Bain, he laid out Bloemfontein. Op 14 APR 1848 het Andries Wilhelmus Jacobus [Andries PRETORIUS], Voortrekkerleier, volgens Frederick REX, by Bloemspruit [Kroonstad] verklaar dat Andries verbaas was oor sir Harry se proklamasie van 8 MAART 1848 omdat hy belowe het dat hy dit nie sou strek tot Winburg as 4/5 daarteen teken.
