About Hon Charlotte Louisa Bloomfield
Charlotte Louisa Bloomfield was christened at St Nicholas Church in Brighton, Sussex England on April 30 1805 with her brother Arthur John Douglas Bloomfield. Charlotte was almost seven, her brother was about 2 & 1/2. Their parents were recorded as Major Bloomfield of the Royal Horse Artillery and Harriet, his wife.
The drawing and painting attached were in the catalogue of items remaining at Loughton house. These were put up for sale in 2016.
Charlotte isn't mentioned as one of the Bloomfield children in her father's entry in the Dictionary of Biography. Family members on Ancestry have a record of her death aged 28 years. I turned up more detail in Bloomfield's own memoir:

Bloomfield was serving in Sweden as Envoy- Extraordinary and Minister Plenipotentiary at the Court of Bernadotte, King of Sweden, at the time of Charlotte's death. Bloomfield's mother was Jane Charlotte Waller.

This auction catalogue from 2016 holds lots of fabulous items from the Bloomfield family, including several paintings and drawings of Lord Bloomfield. I couldn't find much of Harriott - there's miniature of Harriott's eye, two paintings of Charlotte, and a possible painting of Lady Bloomfield which COULD be Harriott or a later Lady Bloomfield (Georgiana). There is even Lord Bloomfield's death mask!
