In July 1887 27 persons petioned Governor of the Cape Colony Sir Hercules Robinson to appoint Johannes Arnoldus Vosloo as "Vrede Regter". In a note dated 5 July 1887, the Resident Magistrate, T Boyes remarked "Mr Vosloo is a very respectable Dutch farmer, but does not posses the qualification required by clause 5 of circular No. 46 of 1856. He cannot speak or write English".
