John Henry Parnell was born on 14 August 1811. He was the son of William Parnell-Hayes and Francis Howard. married Delia Tudor Stewart, daughter of Commodore Charles Stewart, on 31 May 1834. He died on 3 July 1859 at age 47. He held the office of High Sheriff of County Wicklow in 1836. He held the office of Deputy Lieutenant (D.L.) of County Wicklow. He lived at Avondale, County Wicklow, Ireland.
