Ellis Island record shows him as "Chaskel Bogen" arriving from Minsk on April 1 1911 on his 2nd trip to the US (his address is listed in New York and he's listed as a non-resident alien in the US since 1907 ... the family lore says that he had to go back to Russia to register for military service, otherwise the parents faced a big fine, and that he went back without hesitation because he knew he'd be declared unfit for service owing to vision problems with his right eye)
Generally they called up young males who turned 20 before Jan 1st, to pass a medical board in October or November, so his turn must have been in the fall 1910. The fine for the no-shows was 300 rubles (about $200 in 1911 money), by a decision of the local court, generally issued in the beginning of the following year (1911 in this case)
A round trip in steerage would have cost approximately $100, not counting ground transportation and lost wages, so the decision to travel back to Russia probably didn't make total sense on the money alone...
