Lee-Anne Douglas (1968 - 2013)
Brief overview:
Lee-Anne (45), the owner of the Red Rooster in Port Shepstone's Player's Wharf, died when her vehicle overturned, after police shot five bullets at her car when chasing her on the N2 South Coast highway, near Umkomaas, KZN, on 14th September 2013. Lee-Anne called her mother, Leonie Luckin (73), shortly after 7pm in an hysterical state, saying that a police woman was trying to pull her through her car window. Minutes later, Lee-Anne called her mother again, screaming, "They're chasing me, they want to kill me," she said. Leonie Luckin told her to drive to the nearest police station, then she heard gunshots and her daughter screaming before the phone cut off.
A policeman, who did not want to be named, said that when he arrived on the scene no one was helping Douglas, who died at the scene but not on impact. “Everyone was just milling around, almost confused,” he said. One of the police officers present organised a friend for the vehicle to be towed away. At the time a docket of murder and defeating the ends of justice was opened and the investigation continued. No arrests were made. Ipid (The Independent Police Investigative Directorate) spokesman, Moses Dlamini, said, “When the vehicle was towed away, the station commander noticed bullet holes on the vehicle and he called the suspects and tried to get clarity. They could not give a reasonable explanation for the shooting. The station commander informed the Ipid as required by Section 29(1) of the Ipid Act.” He further said, “The police alleged that Douglas was driving recklessly. When they tried to stop her she allegedly sped off and a chase ensued. The policemen fired shots at the woman’s vehicle causing her to lose control, and the vehicle overturned. It is alleged that the policemen reported just the accident and concealed the fact that they had shot at the deceased’s vehicle.
After three and a half years of stalling and the case being sent backwards and forwards, Leonie decided to throw in the towel in her quest for justice for her daughter. The National Prosecuting Authority said the DPP did not have enough evidence to prosecute any person, and that the matter had not been dropped.
