Lily Birnbaum Javits, an artist who started painting at the age of 65 and the senior member of a family that included Senator Jacob K. Javits, died Thursday, after a series of strokes, at the Good Samaritan Hospital in Palm Beach, Fla. She was 91 years old and lived in Manhattan and Palm Beach.

Mrs. Javits, a native New Yorker, was the widow of Benjamin A. Javits, who died in 1973. Mr. Javits was the elder brother and law partner of the late Senator. Mrs. Javits had had several exhibitions of her work in New York and Palm Beach galleries.

She was a director of the Professional Children's School, 132 West 60th Street, and one of the founders of the Palm Beach Festival.

She is survived by a daughter, Joan Zeeman; a son, Eric, of Manhattan, and seven grandchildren.
