Statesman. Memminger received his early education in the Charleston school system. He was the grandson of Christopher G. Memminger, the Secretary of the Treasury of the Confederacy. He attended the University of the South Sewanee, Tennessee. After graduation he would become a Washington newspaper correspondent and worked in that capacity until he became a consular clerk in 1907. In 1913 he was appointed United States Consul in Rouen, France. In 1916 he became United States Consul in Madrid and in 1920 became United States Consul in Bordeaux, France. From 1924 to 1929 he was the United States Consul General in Belfast, Ireland and in 1930 became the United States Consul in Paramaribo, Suriname. His last assignment with the Consular service came in Copenhagen in 1937. In 1938 he returned to the United States.
