Mark Milbank was the son of William Milbank and Dorothy Wise and was baptised on 3 May 1795 at Well, Yorkshire, North Riding, England.

On 2 June 1817 he married Lady Augusta Henrietta Vane, at St. James's, Westminster, London. She was the daughter of William Henry Vane, 1st Duke of Cleveland and Lady Catherine Margaret Powlett.

He lived at Thorp Perrow, Yorkshire, England.1 He lived at Barningham Park, Yorkshire, England.
