Millard was born in Liberty Township, Warren County, Indiana on 2 April 1927 to Millard Alvin Fannin and Velma Miller according to birth certificate.

Attended Hammond High School while living in Hammond, Indiana. He enlisted on 7 August 1945 to the Army. He married on the 11 June 1949 (unknown if living); divorced in 1950 according to his marriage application, also his occupation was a car record clerk on 4 December 1951. He married Marcella M. Pecher on 8 Dec 1951 on their marriage license. According to the 1952 Hammond City Directory shows Millard working as an office worker in the Mills. Millard and Marcie had 3 children. They would separate and divorce in 1969. He would marry Norma Jean Nethery in March 1971 in Indiana. His daughter Kellie died in a motorcycle accident in 1976. He loved to dance and he played the clarinet. He suffered from diabetes, High blood pressure and Heart disease. He passed away in Lake Wales, Florida on 26 December 1993.
