Paul Stoakes Lockyer was born before 27 July 1774, in Clutton, Somerset, England as the son of Unknown and Sarah Lockyer. He married Keziah Brooks on 5 January 1804, in Paulton, Somerset, England, United Kingdom. They were the parents of at least 7 sons and 2 daughters. In 1837, at the age of 63, his occupation is listed as millwright in Perth, Western Australia, Australia. He died in 1848, in East Perth, Western Australia, Australia, at the age of 74.

The Lockyer family who arrived on the "Hooghly" 13/02/1830 from Somerset, consisted of Paul and Keziah and their 8 children - James and his wife Ann with 2 children; Eliza/Elizabeth 1813; Joseph 1817; Thomas 1820; John 1821; Paul 1823; Maria 1826.
In 1832 millwrights by trade Paul and his son James helped in the building of William Kernot Shenton's mill at Mill Point in South Perth, the 1st flour mill built in the colony
