Rachel Foley was born Feb. 5, 1789 in Virginia to Moses and Elizabeth Green Foley. Rachel Foley and John M. Lay were married about 1810. Rachel Foley died on November, 3, 1879 and was buried in the Elk Fork Church Yard Cemetery in Campbell County, Tennessee. John and Rachel had nine children: Rev. Spencer Lay, Jesse "Sick Jesse" Lay, Jane Lay, Moses Lay, Rev. James Lay, Rev. Michael Lay, Winnie Lay, William Dandy Lay and Thomas Lay. This record of John and Rachel Lay's children was obtained from John Lay's Bible.
- Arlie Lay who was in possession of James Lay's Bible, after being passed on to him, said the Bible had been very badly damaged and was found thrown into a pile of junk. He was able to obtain some info from the Bible: John M. Lay, son of Jesse and Catherine Lay, was born 9-10-1790 Rachel Foley Lay, daughter of Moses Foley and Elizabeth Foley born 2-5-1790.
