Thomas Fox of Concord, Mass., was an Englishman who emigrated to America prior to March, 1644, at which time he was elected a freeman of the Massachusetts Colony. His name appears on the rolls of the Concord church. According to one authority he came to America in 1630, in the train of Governor Cradock.
Thomas of Concord was married twice. By his first wife, Rebecca, he had children:
- Mary born September 18, 1642,
- Elizabeth, born September 18, 1642, twins;
- Eliphalet-, born 1644.
Rebecca, his first wife, died May 11, 1647.

Because the will of Thomas Fox refers to Moses Wheate as his brother-in-law, it has long been assumed by various commentators, without further evidence, that Rebecca's maiden name was WHEATE, and that she was a sister of Moses While that is one plausible explanation for the brother-in-law reference, researcher Kevin Archer Fox has established that Moses Wheate married Tamazen (Thomasine) FOX, sister of Thomas/1 This second explanation for the brother-in-law reference is the stronger, resting as it does on fact rather than hypothesis The conclusion is therefore that Rebecca's surname remains unknown
