The Criminal, District and Magistrates’ Courts - One unique feature about these courts is that they had a magistrate who was not a legally-qualified man. He was an Englishman named RBI Pates, an Oxonian who read mathematics. He presided over Court 9 which was a mention court. He also heard simple cases and conducted preliminary inquiries. He had a good grasp of criminal law and procedure and was known for his speedy disposal of cases
