Ruslan Baisarov is a businessman with vested interests in the oil, gas, and construction sectors. Baysarov owns and serves as the general director of he Tuva Energy Industrial Corporation. He is also the chairman and majority shareholder of SK MOST Group of Companies, one of the leading construction companies in Russia. His net worth is estimated at 900 million dollars.

Baisarov demonstrated a knack for entrepreneurship early on when he started selling computers while he was still in university. During the 1990s, Baysarov entered the entertainment industry by making several acquisitions. Around 2000, he became a board member of the Russian Fuel Union and diversified his business interests to include the oil refinement sector. During this time, Baisarov became acquainted with Shalva Chigirinsky, the president of Moscow Oil Company, and was subsequently appointed to be vice president of the company.

Baysarov’s processing companies were responsible for servicing Moscow Fuel Company gas stations across the country as well as government and public-sector businesses. Another significant achievement of his was the promotion of an electronic system that calculates fuel consumption.

In 2011, Ruslan Baysarov took control of Tuva Energy Industrial Corporation and began working on the company’s most strategically significant project—the development of the Elegest coal mine. The Elegest mine is located in the Ulug-Khem coal basin, a region well-known for having large deposits of top-quality coking coal. Baisarov’s plan for the project not only takes into consideration the quality of the coal but also the logistics behind processing and transporting it. Three main facilities will be constructed to facilitate the extraction, processing, and transport of the coal. This will consist of a progressive mining complex, a coal terminal at a port in Khabarovsk Krai, and the Elegest-Kyzyl-Kuragino railway. The coal will be transported by rail from the mining complex to the port, from where it will be shipped to consumers across the globe.

The Elegest project is expected to make a massive impact on the local community and economy. Baysarov anticipates his investment to generate thousands of jobs and increase Eastern Siberia’s coal mining share by more than 10%. Baisarov’s project also shows potential in terms of export value and will ultimately give Russia a substantial boost towards occupying a space in the international coal market.
