He was High Justice and Captain of the Militia, Prince George County. 1696, Justice of County Court, 1687, Member of the House of Burgesses, 1704. Commissionar to the lay out ports and towns 1706, and an early vestryman of St Paul's Parish, Calvert County Maryland.

Memorandum that on the special petition of John Hepburn of PG, Gent, preferred to the Justices of PG Court on the 4th Tuesday of Nov, 1738, was issued from sd Court on Dec 9, 1738 an order in these words - To John Magruder, Samuel Magruder Jr, James Magruder, & William Magruder of PG, Gentlemen, greeting. Whereas John Hepburn in PG, seized of 3 parcels of land lying in PG, called Maidens Dower, Grey Eagle, & Out Lett, did, on the 4th Tuesday of last Nov, 1738, prefer his petition to our County Court held at Upper Marlborough Town, before Leonard Hollyday, Gent, & his associates, then & still our Justices within PG, know that we have given you (not being any way related to the petitioner or contiguous proprietor or interested in sd lands) full power to examine all witnesses which shall be nominated to you by the afd petitioner, or other person, touching upon their knowledge of the bounds of the tract of land afd or the bounds of any other lands whereon the afd tract depends or relates, and reduce the testimony into writing. Signed Dec 2, 1738 - A Contee, Clk of Court. Messiers; John, James, William, & Samuel Magruder were qualified before Dav: Crawfurd*. By Commission to us directed from PG Court, to examine witnesses concerning the bounds of 3 tracts of land, viz, Maidens Dower, Grey Eagle, & Out Lett, belonging to John Hepburn of PG, it is appointed to meet on Tuesday, the 17th day of Apr next, at the dwelling plantation of Willm Mordent, in order to repair to the bounds of the lands afd where all persons concerned are desired to attend. The deposition of Francis Piles, aged about 47, after being sworn near Charles Branch, declares that about 17 or 18 years since, he was present with Mr. James Stoddert when he surveyed a tract of land called Maidens Dower, & that sd Stoddert began at a black oak tree as the beginning tree of the land afd called Maidens Dower. The deposition of John Read, age about 50, testifying at the bounded black oak, declares that about 17 or 18 years since, he was present with Mr. James Stoddert when he surveyed a tract of land called Maidens Dower, and that Stoddert began at the black oak afd, which has been deemed to be the beginning tree of Maidens Dower. The deposition of Peter Parker, age about 60, standing at a bounded hickory on a knoll of a hill near the plantation where William Mordent (Mordant) now dwells, says that he has known for some years past that the hickory was a bounded tree & that he has been told by John Osborn & Francis Piles that it was the beginning tree of a tract of land called Grey Eagle. The deposition of John Read, age about 50, standing at a bounded white oak by a small branch that falls into Mr. Darnalls Mill Branch, declares that about 15 or 16 years since, he was with Mr. James Stoddert, who began at the above sd tree and surveyed a tract of land for Doctor Patrick Hepborn decd, which sd tree was the beginning of the above sd land which I understand is called Out Lett. The deposition of Francis Piles, age about 47, at the afd bounded white oak near Darnalls Mill Branch, declares that about 15 or 16 years since, he was present when Mr. James Stoddert surveyed a tract of land for Doctor Patrick Hepborn called Out Lett, thinks that Stoddert began his survey at the tree above mentioned.
