From Phyllis Dickman, just to muddy the water a little more:
Sally Marvin, b.: 12 May 1796, Fort Borman, Wood County (IGA) m. Elijah April 01, 1813 in Wood County (IGA). Elijah was born in Fort Borman and there was an Elijah Staats, land owner in the Tax Commissioners Books of Wood County, 1811-1815. So, they are in the same vicinity at the right time. There seems to be a lot of support for Sally Marvin. Creating doubt is the fact that I have seen Sally Marvin connected to Elijah M. Staats. OH, be sure not to confuse Elijah and Elijah M., they are two different men.

Elijah Staats, dec'd last will

I Elijah Staats of Jackson County, State of West Virginia, being of sound

mind, do make this my last will.

I give, devise and bequeath my property and estate as follows, that is

to say I give to my dear wife Mary Staats the sum of four hundred dollars,
which sum shall be paid to her out of the first money received by my executor.
I also give and bequeath to my dear wife all of the property she owned
and possessed at the time of my intermarriage with her.

I give to my son Calvin Staats four hundred and fifty dollars. I give to

my daughter Matilda Flowers one hundred dollars. I give to my son Wilson
Staats fifty dollars. I give to my son Mark Staats three hundred and fifty
dollars. I give to my son Lewis Staats one hundred and fifty dollars. I

give to my son J.D.R. Staats four hundred and fifty dollars. I give to

my daughter Sarah Scott one hundred dollars. I give to my daughter Caroline
King one hundred dollars. I give to my daughter Harriet Poling one hundred
dollars. I give to my daughter Adeline Stutter five dollars. I give to
my daughter Laverna Poling one hundred dollars. I give to my son Elias
Staats fifty dollars. I give to my son W.Y. Staats five hundred dollars.
I give to my son Benjamin Staats five dollars. I give to my son G. W.?
Staats five dollars. I give to my granddaughter Etna Jasling seventy five
dollars. I give to my granddaughter S.A. Scott fifty dollars.

If after my death my estate shall not be sufficient to pay to each of those

provided for in this my last will, the full amounts bequeath to each of

them, then my dear wife Mary shall be paid as herin before provided the

said sum of four hundred dollars and the other heirs provided for shall

each receive a proportionable amount of the sums herein bequeathed to them.

I hereby appoint my two sons Calvin Staats and George W. Staats executors

of this my last will, in witness whereof I have signed and sealed and publicly
declared this instrument as my will at my residence in Jackson Co., West
Virginia the 16th day of May 1872.

instrument and published and declared the same as and for his last will,
and we at his request and in his presence and in the presence of each other,
