US Congressman. A native of Virginia, he moved to Ohio and became an apprentice to a carpenter in Cincinnati. He then moved to Morgantown, West Virginia to study law and returned to Ohio to practice as an attorney after he was admitted to the bar. He became the prosecuting attorney of Adams County and served as a justice of the peace. He also served for the United States in the War of 1812. Campbell was a member of the Ohio Legislature until he was elected as a Jacksonian Democrat to represent Ohio's 2nd Congressional District in the United States House of Representatives and served from 1817 to 1827. He was reelected four times and declined to become a candidate in 1826. He was narrowly defeated as a candidate for election as Ohio's Governor in 1828.
