My niece was adopted and the choices for parents only give either bio or adoptive parents but not 1 bio and 1 adoptive parent.

If you know the two bio parents, enter the second bio parent. Otherwise, create a dummy for it, Have the two bio parents as Bio.
Then have the bio parent plus adoptive parent as adoptive parents.
It is not totally obvious, but it does work.
