Граф (отец, Тарновский Василий Васильевич, дворянин, полковник в отставке, в 1899 — скончался). Офицер Русской императорской армии, служил в лейб-гвардии 3-м стрелковом полку, в 1896 — в отставке, работал экономистом, организовал Самарский купеческий банк, был его управляющим, с 1902 — возглавил Московский международный торговый банк, с 1912 — его директор и председатель правления Сибирского торгового банке в Санкт-Петербурге. В 1914 — благодаря связям, как потомственный офицер, добивается отправки на фронт, поручиком участвует в боях под Перемышлем. С 1917 — директор Сибирского банка, в 1918 — член Союза трудовой интеллигенции. с 1920-х — работал в Московском банке, создатель советского червонца, работал в Госбанке и Наркомфине. Женат на Матильде Андреевне Щуко, в начале 1930-х — проживал с женой в Ленинграде, принимал активное участие в финансовой реформе. В марте 1935 — выслан с женой в Атбасар Карагандинской области на 5 лет. За их освобождение просил ходатайства Помполита академик Владимир Алексеевич Щуко.
