Ḥaim David Ben Joseph ben Yosef Raphael Ḥazzan, Chief Rabbi of Jerusalem

Elijah Bekhor ben Raphael Joseph Ḥazzan (d. 1908) moved to Jerusalem at the age of ten with his grandfather, Rabbi Ḥayyim David ben Joseph Raphael Ḥazzan. From the 1860s, he fulfilled public roles in the Sephardi congregations of Jerusalem, and in 1870 he visited England, France, and Italy, meeting with Sir Moses Montefiore and Baron de Rothschild. Two years later he went to Algeria and Tunisia as a meshullaḥ and was profoundly impressed by the impact of modern French civilization on Jews there, particularly the emancipated Algerian Jews. He gave voice to his thoughts on modernity and emancipation in his important philosophical dialogue Zikhron Yerusalayim (A Remembrance of Jerusalem; Livorno, 1874). In 1875, he accepted the chief rabbinate of Tripoli and during his tenure restructured the city’s communal life. In 1888 Elijah Bekhor moved to Alexandria, where he remained for the rest of his life. Among his books are the responsa collection Ta‘alumot Lev (Secrets of the Heart; Livorno, 1878) and Neve Shalom (A Peaceable Habitation; Alexandria, 1893).

הרב חיים דוד חזן נולד באיזמיר לרב יוסף רפאל חזן, בעל "חקרי לב". בצעירותו למד את מלאכת השחיטה ונבחר לראש השוחטים באיזמיר. בשנת ת"ר (1840) הגיע לאיזמיר[%D7%93%D7%A8%D7%95%D7%A9%D7%94 הבהרה] ונתמנה לראש בית דין בעיר, וכיהן בתפקידו חמש עשרה שנה. בשנת ה'תרט"ו (1855) עלה לארץ ישראל והשתקע בירושלים. הוא נתמנה לראש בית דין בירושלים ולסגנו של החכם באשי רבי חיים נסים אבולעפיה, ומכיוון שהרב אבולעפיה היה חולה, היה הרב חיים דוד חזן המנהיג בפועל של ענייני הציבור[%D7%93%D7%A8%D7%95%D7%A9 מקור].

בשנת תרי"ט (1859) יצא בשליחות לחו"ל יחד עם חמישה רבנים מירושלים. הוא נסע עמם עד לווינה, שם חלה וחזר לירושלים. בשבט תרכ"א (1861) נפטר הרב אבולעפיה והרב חזן נבחר למלא את מקומו ברבנות כהראשון לציון וחכם באשי, כשתי המשרות אוחדו מבחירתו של הרב חזן. הוא הי פועל רבות למען היישוב החקלאי בארץ ישראל ולשם כך עמד בקשרים עם רבי צבי הירש קלישר, והוא יעץ לנטוע עצי ערבה בכפר השילוח. לקח חלק חשוב במפעל כיכר בתי מחסה.

בשנת 1863 התקיימה אספה גדולה בירושלים ביוזמתם של הרב חזן, ר' חיים צבי שניאורסון ונכבדים מעדות נוספות, מטרת האספה הייתה לבחון כמה אנשים מוכנים לעבור לעבודה חקלאית וכיצד לממש זאת. באספה החליטו בית היתר שיש צורך להשיג רישיון מהשלטון לרכישת קרקעות לשם עיבודן, ושיש להקים תשתית תמיכה בת שלוש שנים לשם התחלת הפרויקט. בעקבות האספה הודיעו כמאה משפחות על רצונם לעבור לעבודת אדמה וברשות הוועד עמדו הראשון לציון הרב חיים צבי שניאורסון ווהרב משה בנבינישתי. היוזמה לא יצאה לפועל בגלל דעיכתה של ה"חברה ליישוב ארץ ישראל" בפרנקפורט עליה התבססה היוזמה וכן בשל הרעה ביחס השלטון הטורקי, דבר שבא לידי ביטוי גם בהוראתם בשנת 1864 לסגור את שני העיתונים העבריים שהיו באותה עת בארץ
