Andres S. Munoz, the son of Dr. Mariano Donato Munoz and Rosaura Quevedo, was born in Cochabamba on the twenty ninth of November, 1859. He received his elementary instruction in the schools of Cochabamba, Sucre, Oruro, and La Paz, and finished his secondary studies in Tacna, remaining there from 1871 to 1876.

The following year he went to Lima and entered the Medical School of the University of San Marcos. The war of the Pacific rudely interrupted his studies, and, like the majority of his fellow-students, he left his books to lend his medical knowledge to the service of Peru. He first enlisted in the Red Cross Ambulance Corps and later was transferred to the Sanitation Corps of the reserves. His participation in the great conflict was eventually recognized by the Bolivian Government^ which conferred upon him the title ' Meritorio de la Guerra del Pacifico.' At the close of the war he returned to his studies^ and in November of 1885 graduated from the University with the degree of Physician and Surgeon.

For some years he devoted himself to developing his practice^ and in 1888 was sent as delegate to the American Sanitary Congress in Lima^ being elected Secretary of the body. During his residence in the Peruvian capital he acted as Second Secretary to the Bolivian Legation.

Upon his return to Bolivia in 1889 was appointed Member, and President pro tempore, of the Medical Court of La Paz. In the same year he obtained in open competition the post of Professor of Materia Medica and Physiology in the University of San Andres. He was later elected Dean of the Medical Faculty and member of the University Council.

From 1893 to 1895 '^^ was Surgeon in the Bolivian Army and took part in the Revolution of 1898 as Surgeon and Director General of Military Sanitation, holding the rank of Colonel.

From 1901 to 1903 he served as Minister of Instruction and Public Works, and was appointed the following year Minister to Brazil.

Returning to his country in 1905, he was appointed Governor of the Department of Oruro, in 1906 elected Senator of the Department of Beni, and in 1907 chosen Secretary of the Senate. In the same year he was sent as delegate to the Third Latin-American Medical Congress in Montevideo.

During the years 1909 and 1910 he was a member of the City Council of La Paz as well as Minister of War and interim Minister of Colonization and Agriculture.

Since 1914 he has been Senator from the Department of La Paz. During the same period he has held the post of Minister of War and Colonization (1917) and President of the Legislative Commission in 1914 and 1918-19.
