In 1892 HOLLAND entered the Cape Civil Service as a clerk in the Civil Commissioner’s Office, King William’s Town, and afterwards worked in positions at Queen’s Town and Cathcart. In 1893 he was transferred to the Cape Treasury, where he worked under Sir Gordon SPRIGG and where he also met Rhodes for the first time. In 1895 he was placed in the Prime Minister’s Office and became a confidential clerk to Rhodes, acquiring a detailed knowledge of the working of the Cape Administration.

In 1896 Holland went to Rhodesia, where the Civil Service was then being reorganised with the help of Cape officials. he started as a clerk in the Administrator’s Office in Salisbury and a year later he accompanied H.M. TABERER, then Chief Native Commissioner for Mashonaland, in a dangerous but unsuccessful mission to negotiate the surrender of native rebels in the Mazoe Valley.

In 1900 he was gazetted Private Secretary to W.H. MILTON, the Administrator, and for a time afterwards he also acted as clerk to the Executive and legislative Councils. In 1906 he became Chief Clerk in the Admin istrator’s Department, as well as being Private Secretary to the Administrator. In the same year he also became Secretary of the Beit ( Rhodesia) bequest. From 1909 onwards Holland repeatedly acted as Secretary to the department of the Administator. In 1913 he was also placed on the Civil Service Advisory Committee and, in May 1915, he succeeded H.M. HOLE as Secretary of the Native Reserves Commission, set up in the previous year to inquire into the question of native lands, under the Chairmanship of R.T. CORYNDON. The same year saw his retirement from service.
