Arthur Ussher was born abt 1588 in Ireland, the son of Sir William Ussher and Isabella Loftus. He was Deputy Clerk of the Privy Counsellor. He lived at Donnybrook, County Dublin.

He married Judith Newcomen, daughter of Sir Robert Newcomen, 1st Bt. and Catherine Molyneux.
