He was a member of the Agrava Fact-Finding Commission, which in 1983 was formed to investigate the murder of Senator Benigno Aquino. He headed the Bureau of Internal Revenue (BIR) under Philippine President Corazon Aquino. In 1989, he founded the Philippine Business for Social Progress (PBSP) and was appointed Philippine ambassador to Germany. He was the grandson of Gonzalo Arceo Tan (who helped finance the Philippine Revolution), nephew of Vidal Tan (8th UP president), and the brother of Sr. Mary Christine Tan (Filipino missionary and activist).
