General Tiernon was a native of Indiana and was at one time a Speaker of the House of Representatives of Dakota. He entered the Army as a Second Lieutenant of the Third Artillery of Missouri in 1862, retiring as a Brigadier General after forty years' of continuous service. He was in command of the light artillery in the Philippines in 1899-1900 and was the organizer and Chief of the Native Police Force in Manila."
