Rufus Clay Barringer of the 1st NC Cavalry, and Victor Clay Barringer who was appointed by Pres. Grant as one of three commissioners to compile the revised statutes of the US and who also served as the US Judge on the Court of International Tribunal in Alexandria, Egypt.
