About Capt. Seth Phelps

Seth settled in New London after his graduation from Yale in 1860. He was in the merchantile business. He fought in the Revolutionary War, started as a second lieutenant and became a Captain in 2nd Connecticut. He moved to Aurora, New York in 1790 and was a state representative, he was also state senator for two years. He was a judge of Common Pleas in Cayuga county from 1807 to 1809. He moved to Parkman, Ohio in 1819. (Ref: Phelps Family. Phelps & Severn;) The Counties of Cayuga and Wayne now form the Twenty-fifth Senatorial District, and Senators are elected for two years. Under the second Constitution, that of 1821, Cayuga formed a part of the Seventh District, which included the Counties of Cayuga, Onondaga Ontario, Yates, Wayne and Cortland, and senators were elected for four years. Under the first Constitution, Cayuga was in what was called the "Western District," embracing a territory which now contains over twenty counties. Under this Constitution the territory of Cayuga County supplied but four Senators, namely: John Richardson, Aurelius, 1797 ; Seth Phelps, Scipio, 1798 ; Joseph Annin, Aurelius, 1803 ; and Lyman Paine, Auburn, 1820. 1  •_BIO:  Page 702 About 1819, Seth Phelps, esquire, of Aurora, New York, the father of Mrs. Parkman and of Alfred Phelps, purchased a part of the Evans place, upon which he settled with his family, and continued to reside there till his death in 1826. He was a man advanced in years at the time of his settlement in Parkman, but still in the possession of vigorous health and strength. He was a pioneer of Cayuga county, having settled shortly after the close of the Revolutionary war, through the whole of which he served immediately under General Washington. He held for some time the office of judge of the supreme court of Cayuga county. His son, Alfred Phelps, who, it will be remembered, accompanied Mr. and Mrs. Parkman to Ohio in 1804, remained a member of their family till he grew to manhood. He early learned surveying, and also studied law with Mr. Parkman, carrying on both branches of business simultaneously. Just before the opening of the war of 1812, he returned to Cayuga county, and at its beginning entered the army as lieutanant, serving under General Van Rensallaer. At the battle of Queenstown he was wounded, and taken prisoner, but was released on parole, and returned to Parkman and entered upon the practice of his profession. In 1820 he married Miss Ann Tousley, of Aurora, New York. A few years later, he built the house in the western part of the village, now owned by Alonzo Bundy, and continued a resident of the town till 1827, at which time he remioved to Chardon and thereafter his history is connected with that town. Two younger sons of Judge Seth Phelps (ALexander Hamilton and Horatio Nelson), who accompanied their father to Parkman, and grew to manhood there, settled in Michigan.

Severely wounded at Stony Point, 15 July 1779. 4th Regiment. Discharged 1782. Presiding Judge, Onondaga county, New York. Member of New York Legislature. Laid out town of Aura, New York.
