Hugh Phelps is prominent in the history of Wood County. He was High Sheriff of the county, and a Colonel in the Virginia Militia. He led the mission to Blennerhassett Island in December 1806 to arrest Harman Blennerhassett and Aaron Burr on suspicion of treason.

He had also been Presiding Justice at the time the county was organized. Phelps' house was used as the first courthouse in Wood County. A house he later built near Neal's Station in 1808 is the oldest residential home still in use in Wood County and is visible from the cemetery.

The Tavenner Cemetery - located between Hugh and Hamilton Streets, along Camden Avenue, in South Parkersburg – is on property that was originally granted to Col. Phelps(later sold to Thomas Tavenner).

Mr. Phelps was the son-in-law of Capt. James Neal, the first permanent settler of Parkersburg.
