Carmelo Barbero was a Philippine Army officer and politician. He survived Bataan Death March. He served as Vice Governor of Abra from 1960 to 1963, and then Governor of Abra from 1963 to 1965. He later represented Abra at the House of Representatives of the Philippines from December 30, 1965 to September 23 1972. Lastly, he was appointed Deputy Minister of Defense in 1976, where he served until his death.
