About Cecil Herbert Mackie
MACKIE, CECIL HERBERT, bom March 5, 1870. Employed in the Consulate at St. Petersburg (now Leningrad) from June 1, 1895. Pro-Consul there from 1895 to 1903; and Acting Consul-General in 1903. Appointed Vice- Consul at St. Petersburg (now Leningrad), March 28, 1903. Received a Civil Service Certificate under Clause YII of the Order in Council of 1870, as Vice-Consul in the Consular Service, and appointed Vice-Consul at St. Petersburg (now Leningrad), June 7, 1909. Acting Consul in each year from 1903 to 1913. Was in charge of the Consulate when the Great War broke out in 1914, and also from July 16 to August 18, 1916.
Arrested by Bolslievik Forces, August 30, 1918, and suffered considerable ill- treatment at their hands. Was imprisoned in the Troubetskoi Bastion in the Fortress of St. Peter and Paul from September 2 to October 6, 1918.
Left Petrograd (now Leningrad), October 10, 1918. Employed in the Department of Overseas Trade from February 23, 1919. Promoted to be Consul at Helsingfors, January 11, 1920. Given the personal rank of Consul-General, June 1, 1931.
Retired on a pension, June 6, 1932.
Died, March 19, 1948.
