Born in Tabernacle, Burlington County, NJ, and lived there all of his life. Worked on farms as a boy, until finally at the age of 17 he rented his own farm. Was owner of Foulks Dairy 1939-1946 in Tabernacle, NJ. Worked for his brother-in-law Mancill Gager, a builder from Medford, NJ, after that. In 1951 joined the United Brotherhood of Carpenters and Joiners at their branch in Burlington, NJ (the town which was established by English Quakers from the "Kent" in 1677,among whom were his male line ancestor, Thomas Foulke,a Commissioner of Lands), and worked his way up from apprentice to construction superintendent within 6 years. Was construction superintendent from 1957-1974. Became the first State Construction Official of Tabernacle Township, serving from 1977-1983. Was the Building Inspector for the construction of the Holy Eucharist Church, the Roman Catholic church in Tabernacle, from 1985-86. In 1978 became the owner of Foulks Farms, Shamong and Tabernacle, NJ. Was a member of the Grange and the Junior Order of American Mechanics. During all of his life he always worked on a farm whenever he could, for that was in his blood, as he always said.
