Osborne has been put forward as the maiden name of Chloe. This name comes from an interview with an elderly grandson done by a Harlan newspaper in the 1920's or 1930's.
I found information disputing this claim here: https://www.findagrave.com/memorial/118742660/chloe-anglin_or_osborne I am indeed trying to locate the sources used to derive the information on this page but it does appear that her parents may be Ephriam and Elizabeth Osborne.
Ancestry.com states this: "When Chloe Osborne was born in 1765 in Virginia, her father, Ephraim, was 42, and her mother, Elizabeth, was 42. She married Samuel Howard (m. Osborne) and they had 20 children together. She then married Samuel Howard in 1784 in Kentucky. She died on February 7, 1843, in Harlan, Kentucky, having lived a long life of 78 years, and was buried in Loyall, Kentucky."
Chloe, along with other Howard family members, where buried in the Wix-Howard Cemetery in Loyall, KY. However, during the 1990's, Army Corp of Engineers built a flood plan around the city of Loyall. This plan, or wall, caused damage to the cemetery as they rerouted the Cumberland River through the mountain next to the graves. The graves, after extensive persuasion, were then dug up and moved to Resthaven Cemetery in Keith, KY which is about 2 maybe 3 miles from the Wix-Howard Cemetery.
