Colonel Jeremiah Halsey was born in 1743 in Stonington, Connecticut. He was the son of William Halsey and Sarah Stanton Halsey, and the brother of Sarah Halsey (1741-1828). He married Esther Park on 1 January 1769. He was commissioned in the Continental Army on 1 May 1775. At Ticonderoga, he was commissioned as Captain of the armed sloop "Enterprise" and commanded the fleet of vessels at Lake Ticonderoga. 

He served as an engineer at the capture of St. Johns and was made captain in the Continental Line in December of 1776. He served as Lieutenant Colonel in the 27th Regular Militia from Preston, Connecticut, in January 1780. Colonel Halsey contracted to finish the State House in Hartford, Connecticut, in 1792 in exchange for land known as "the Gore". The land turned out to belong to the State of New York, and although the Connecticut legislature offered him partial compensation, he lost a great deal of money. Colonel Jeremiah Halsey died 25 August 1829 in Preston, Connecticut.
