"Corneliass" Phelps was born in Hebron, Connecticut to Timothy Phelps on 5 March 1698. <ref>Barbour Collection</ref> He married Margaret Dewey, the daughter of Nathaniel and Margaret (Burrows) Dewey. The marriage was recorded in Lebanon, Connecticut on 18 January 1721/2. They settled in Hebron and Cornelius died there 15 or 16 August 1760, in his 63rd year.
