Born near New Glasgow (now Clifford), Amherst County, Virginia, Garland pursued an academic course. He studied law. He was admitted to the bar and commenced practice in Virginia. He served as member of the Virginia House of Delegates during the periods 1799–1802 and 1805–1809. He served in the Senate of Virginia in the years 1809–1811. A wealthy man, he built the Brick House and was involved with the New Glasgow Academy, an early public school.[1]

Garland was elected as a Democratic-Republican to the Eleventh Congress to fill the vacancy caused by the resignation of Wilson Cary Nicholas and served from January 17, 1810, to March 3, 1811. He was again a member of the State house of delegates in 1814, 1815, from 1819 to 1826, and 1832 to 1836. He died in Clifford, Virginia, October 7, 1841. He was interred in the Meredith and Garland families' graveyard, Clifford, Virginia http://www.findagrave.com/cgi-bin/fg.cgi?page=gr&GRid=53825016&ref=wvr U.S. Congressman. He pursued academic courses, studied law, was admitted to the bar and commenced to practice law in Clifford, Virginia. He was a member of the Virginia State House of Delegates, (1799-1802, 05-09) and served in the Virginia State Senate, (1809-10). In 1810, he was elected as a Republican to the Eleventh Congress to fill the vacancy caused by the resignation of Wilson Cary Nicholas, serving until 1811.
