She was born Dorothy Golden in Brooklyn, N.Y., and grew up in Miami. She graduated from Duke University in 1951 and was hired by the CIA, where she worked for two years before marrying in 1953.
In the mid-1950s, she and her family moved to Chevy Chase. She had lived in Bethesda since 1998.
She was active then in the Service Guild, a volunteer organization started in 1939 by young Jewish women in the Washington area to help needy children.
About 1960, she became involved in Democratic activities in Montgomery. She served as a precinct chairman and in 1966 was elected a member of the Montgomery County Democratic Central Committee for a four-year term.
After her first husband, Earl Mulitz, died in 1969, she opened a travel business with a friend. She later sold that business and with two partners established Paramount Travel in Bethesda. She served as president until her retirement in 2004.
