Elgin was born on a farm near Sanish, ND, to Henry H. and Ingeborg (Larsgaard) Loe on June 18, 1920. His mother died shortly after he turned seven. He lived in the Fargo Children's Home and several foster homes, during his childhood. One of the happiest times of his childhood was when he and his brother, Amber, lived with Art and Ethel Olson. They were very good to the boys and provided many happy memories. Unfortunately, they were not able to adopt them, and the boys were sent back to the Children's Home. According to his siblings, he was a mischievous child.
Elgin attended Oak Grove High School in Fargo and Concordia College in Morehead, MN. He served in the Army as a Staff Sergeant. He had a long successful career as a Certified Public Accountant in Minneapolis, Minnesota.
He married Muriel Lois Kyllo in Minneapolis; they had three children.
He died at the Minneapolis VA hospital on December 14, 1995, after suffering a cardiac arrest while shoveling snow. He is survived by his wife, their three children, three grandchildren, three brothers, two sisters, and several nieces and nephews. He is buried in Fort Snelling National Cemetery.
